Government begins consultation on the right to request training

A few weeks ago DiversityLink reported the government’s plans to provide the right to request training (link to article). This was revealed in the governments draft legislative programme.(http://www.commonsleader.gov.uk/output/page2391.asp)

In a government press release issued on the 18th June 2008, John Denham, Secretary of State for Innovation, Universities and Skills officially announced the beginning of the consultation on the right to request training

The announcement also contained the details of how up to 22 million workers in England will be able to use a new legal right to request time to train. As expected it follows similar principles to the right to request flexible working. .

Mr Denham commented:

"Investment in skills is key to ensuring we come through with a stronger economy and making sure individuals can make the most of their abilities."

The government believe around 300,000 people a year to receive skills training who otherwise would not as a result of legislation which could be in place as soon as  2010, subject to its passage through Parliament.

Up to one third of employers do not train their staff and eight million employees receive no kind of training at all every year. The government believes a legal right to request time to train will help ensure that training is taken seriously by all employers.

Upon hearing the announcement TUC General Secretary Brendan Barber said:

'Decent, high quality and regular training in all workplaces is key to achieving a highly skilled workforce that can compete in the global economy. Sensible employers know that providing their staff with training makes business sense, but unfortunately there are still far too many employers who don't think training is their concern, and who never give their employees the chance to learn new skills.

The Time to Train consultation is open to all employers and employees in England and closes on September 10th 2008.
