Kaleidoscope Trust is a founding member and host to the Secretariat of The Commonwealth Equality Network (TCEN), the first civil society network to sustainably advocate on behalf of LGBT+ people in the Commonwealth. Since its foundation in 2013, TCEN has actively participated in Commonwealth spaces to raise the profile and mainstream the discussion of LGBT+ people and their rights and concerns, and to engage with national-level decision-makers and policymakers on these topics. A significant result of this work was our contribution to influencing former Prime Minister Theresa May to express her deep regret for the legacy of discrimination and violence that colonial-era legislation continues to inflict on people across the Commonwealth at the 2018 Commonwealth Heads of Government Meeting (CHOGM).


The Role:

The TCEN Secretariat Manager joins the Kaleidoscope Trust team at a critical time, as the network undertakes a comprehensive review of its governance structure and internal ways of working and prepares for an online Global Conference later this year. It is expected that the incumbent will take a leading role in ensuring these outputs are timely and successfully delivered, in close coordination and collaboration with Kaleidoscope Trust’s Senior Management Team and Programmes Team, and TCEN’s Management Committee. This position also offers an incredible opportunity to actively participate and contribute to advocacy efforts conducive to raise the profile of TCEN within UK-based Commonwealth spaces and structures alongside Kaleidoscope Trust’s Policy and Public Affairs Team.

Key Responsibilities:

Network Management, Administration and Support

Project manage the network’s on-going work on institutional governance, ensuring successful delivery of TCEN’s Governance Roadmap and the Global Conference 2021
Act as the focal point for TCEN members (existing and prospective) in the Secretariat, ensuring enquiries from members are addressed by the appropriate responsible party and applications from potential members are dealt with in a timely and effective manner
Ensure relevant member databases and distribution lists (mailing lists, contact details, etc.) are systematically maintained and regularly updated
Support the TCEN Chair with organising, convening, and facilitating Management Committee meetings (both regular and ad hoc), and support the TCEN Management Committee and Kaleidoscope Trust Programmes Team with the same with regard to other TCEN members’ meetings, ensuring proper meeting  minutes and dissemination of notes
Assist TCEN’s Chair and Vice Chair with the follow up of action points and decisions agreed at Management Committee meetings, facilitating their timely completion
Establish,improve and maintain systems to support interaction and two-way communications across and between regional-based membership and Secretariat / Management Committee
Support the Management Committee to conduct regular network risk assessments and reviews, and appropriately escalate critical issues, suggesting mitigation strategies to remedy risks
In collaboration with the Communications Team, ensure TCEN’s website is managed and its content is accurate, up-to-date and promotes the utilisation of the members private space among TCEN members

Programme Management and Delivery

Support Kaleidoscope Trust’s Senior Leadership Team and the TCEN Management Committee with developing and delivering its Commonwealth-level advocacy strategy. This is to be done in collaboration with Kaleidoscope Trust’s Policy and Public Affairs Manager
Keep the Programmes Team abreast of relevant updates/ developments affecting TCEN members, the network or programmatic work being implemented by partners in Commonwealth countries
Work closely with relevant Programme Managers and the Head of Programmes to ensure cohesion, consistency, and the successful delivery of programmatic outputs being co-delivered with TCEN members locally
Support the work of any TCEN Task Force or Working Group that might be constituted to implement and/or deliver specific Commonwealth-/ network-level programmatic work
Lead the implementation of specific Commonwealth-/ TCEN network-level programmatic outputs as instructed by the Head of Programmes (capacity building initiatives, survey, network needs assessments, etc.)

Stakeholder Engagement and External Relations

Working with Kaleidoscope Trust’s Public Affairs and Stakeholder Engagement Officer, support Kaleidoscope Trust’s Senior Leadership Teamwith maintaining and nurturing relationships with a wide variety of Commonwealth stakeholders, such as at the Commonwealth institutions, London-based Commonwealth diplomatic representation and in specific Commonwealth civil society groupings, on behalf of the network
Represent TCEN in Commonwealth spaces as appropriate, and strategically deploy senior-level staff from Kaleidoscope Trust, the TCEN Management Committee and/or its membership into such spaces in order to carry out advocacy
Identify and facilitate the establishment of collaboration and partnership opportunities with global and regional-based stakeholders and allies, including other civil society networks, national and local governments; multilateral organisations; institutional donors; private sector; and media
Assist in the positioning of TCEN as the leading civil society network working for the protection and promotion of LGBT+ rights in the Commonwealth, by collating data and drafting reports / policy notes relative to the work of TCEN and its members
Work with Kaleidoscope Trust’s  Head of Programmes and Communications Team with the drafting of communications products highlighting TCEN’s and TCEN members’ work globally (country profiles, best practices, success stories, etc)
Identify opportunities and encourage members to participate in relevant spaces and events at global and regional level
Carry out other tasks as necessary to ensure the successful implementation of the programme


Skills and Competencies:
We are looking for a candidate with substantial experience working in a relevant sector in an international context who can demonstrate:

Experience with:

Development and coordination of international civil society networks with a focus on human rights, advocacy, legislative reform, etc.
Working in cross-cultural environments with a range of partners with different backgrounds and at different levels. Experience in different Commonwealth contexts is desirable
Development and delivery of strategies, in particular those focused on policy and advocacy objectives
Implementing capacity strengthening programmes in benefit of civil society organisations/networks
Activity-based budget development, management, and reporting
Commissioning and managing the work of consultants/technical assistance components
Delivering large-scale (50-100 participants), complex multi-stakeholder meetings/convenings in a strategic and meaningfully consultative/co-creative manner
Successful management of safeguarding considerations, especially as relating to vulnerable adults

Knowledge and understanding of:

How a human rights and/or development network operates in an international context
Appropriate approaches to working in partnership with organisations and activists—and carrying out interventions in countries—in the Global South, for an organisation based in the Global North
The root causes of exclusion, especially with regard to LGBT+ people, from a human rights and/or development perspective
Intersectionality and how intersecting identities impact the lives of, and social issues faced by, LGBT+ people
Analysing data/inputs and writing detailed and compelling communication and dissemination products to a high quality
Risk management and mitigation, relating to both activities and finances
Microsoft Excel and other Microsoft Office Suite programmes, and/or G Suite programmes,  to an advanced level

Commitment to The Commonwealth Equality Network’s mission to give a global voice to LGBTI+ communities across the Commonwealth and to support joint advocacy to provide an answer to the colonial legacy of homophobia
Commitment to Kaleidoscope Trust’s mission to advance the human rights of LGBT+ people
An open, adaptable and detail-oriented approach to delivering high quality programmes in collaboration with others
Excellent written and oral communication skills, and able to convey complex issues to audiences with differing levels of knowledge
Strong interpersonal skills, confidence working as part of a team and a proven track record of effective stakeholder relationship management
Good organisational, time management and problem-solving skills
Able to take initiative and work under minimal supervision
Willingness to “pitch in” and support colleagues outside the parameters of the job description where necessary


Terms and Conditions:

This role is full time, on a fixed-term basis until 31 March 2022 (with possibility of extension contingent on funding)
The salary is £41,000 p.a. plus pension contributions
The post-holder is entitled to standard annual leave plus bank holidays
