Corporate Equality & Diversity and Human Rights Officer

An exciting and rare opportunity has arisen for an experienced equality, diversity & human rights professional to join a large public sector organisation on a temporary contract until the end of March 2022.

To provide strategic equality and diversity advice and support to senior management of designated functions / departments of Devon and Cornwall Police so as to develop and deliver improvements in organisational and operational performance in equality and diversity. In particular to:

Work with relevant business leaders and community stakeholders to fully understand the impact of policing services for protected groups and to develop a vision for equality within specific areas of business.
Develop, initiate, support and monitor change initiatives and innovations that will support service and performance improvement, including the effective analysis of complex and diverse data and information from a range of internal and external sources to identify issues and trends and to explore in depth any underlying causes.
Facilitate the development of equality objectives for the business area aligned to the Force vision, mission and business strategy.
Provide consultancy, both as a subject-matter expert and as a process consultant to support and coach senior managers to integrate equality, diversity and human rights into their business area including supporting equality impact assessment of strategic change, policy and service development and the monitoring and management of equality and diversity issues.
Provide expert advice and guidance to senior managers and HR business partners on workforce planning and development to enable the organisation to become more representative of the communities we serve.
Embed equality and diversity into relevant learning and organisational development programmes through the provision of advice and support to the appropriate programme designers and developers.
Develop a collaborative problem solving approach to community concerns and issues through the creation and fostering of truly effective working relationships with partners, Independent Advisors, community stakeholders and staff support groups.
Drive the development of appropriate strategic consultation and engagement activity with protected groups to enable the organisation to develop an improved understanding of risk, harm and vulnerability and the impact of policing services on protected groups.
Take a lead on specific equality and diversity projects or initiatives that contribute measurably to the strategic aims and objectives of the organisation.Qualifications required

Qualification to degree or equivalent level 6 standard
Competency assessed membership of the Institute of Equality & Diversity Practitioners or equivalent equality qualification or equivalent knowledge and experience.Experience required

Proven ability to influence at senior management level.
Wide ranging knowledge of equality and diversity practice.
Knowledge of equality, human rights and employment legislation
Proven ability to effectively champion behavioural change within a large and culturally resistant organisation
Experience of building and maintaining relationships with protected groups, staff support groups, community organisations, partners and agencies.
Experience of consulting with, involving, and presenting to stakeholders at all levels and from a range of protected groups both internally and externally.
Facilitations skills, with an understanding of group dynamics and the importance of process in effective group working.
